Well, Sanae deals with Danmaku that is way more hard to dodge that anything Phantom King can throw at her, so she should easily be able to dodge his energy blast until she finds an opening to strike and just...keep doing that until he dies.

So Phantom King takes the L again.

Heavy King has the AP advantage he can harm SS who can tank attacks from enemies that dwarf him in strength.

He can only do it when he launches is energy blast (like actually launches them) and Sanae is used to dodging much harder Danmaku, plus speed is equal.
