It seems most of the low-mid tiers have been decided, but what of high tiers such as Qrow, Hazel, Raven, Ozpin, Salem, etc? If I'm not mistaken, are they not to be downgraded to 8-A?

The 7-B feat is fine. The Grimm Dragon has a Low 7-C feat and Ruby arguably caused more damage to it with Silver Eyes than she did Cinder. Glynda also has a High 8-C storm feat in the first Volume.
I think we should discuss Adam and Base Cinder's tiers, though.
