I'll have to say Rick has the advantage of winning here. Rick can compelle towards a 2-A tier ranking with his own inventions and mobility, while Eggman would need the outside help from the past Eggman to harness and control the time eater.

Eggman can't use the Time Eater though. He needs Classic Eggman to do so. If he for some reason has the Time Eater, he wins. If not, Rick wins.

Actually, looking at this now, this is a stomp. Two Eggmans are required for Eggman to meet a Low 2-C tier via the Time Eater, and despite this battle involving one Eggman, I don't see How Ivo is going to get far.

Eggman is only Low 2-C with the Time Eater, and OP stated that both are Low 2-C in this fight, which means Eggman can use the Time Eater, even if two Eggmans are required.
