The Doctor is generally three dimensional, the higher dimension shit is specifically there to activate when the Doctor encounters a species that the Time Lords had genocide, although he can still interact with higher dimensions

There isn't really anything Rick can do here imo.

If the Doctor touches him, he's permanently incapacitated.

The doctor and the master only use it to give themselves supernatural luck (Basically they will always win regardless of who they face (unless they have acusuality type 2/4/5 or are another time lord)), there is a lot of separate evidence that I am looking for which explains it better but oh well
