There's a problem concerning scaling. Shizuya Kirihara is City block in AP for hurting Ikki but Ikki has Small Town Level durability in base.

Shizuku is Low 7-C via freezing. It's not like Touka fought the freezing, she was just busting normal glaciers and in the end she just cut shizuku herself, not the ice.

Well she does cut Ouma but the series is very explicit about it not scaling:
However, the blood flying through the air was not from Ouma. The blood was coming from Touka's right shoulder, from where she had stabbed forward.
Her blade had pierced Ouma, and where Ouma's body had been hit by Takemikazuchi, a small drop of blood escaped the just barely torn ski. He was unmistakably standing there motionlessly, like a mountain.
"Just barely torn skin", it was barely even a graze with her most powerful attack that also uses slashing which negates a fair bit of durability. That's why she's just "higher with Takemikazuchi", it's strong, not strong enough to scale to Ouma's durability which tanked several hits from Dragon Spirit Stella.
About harming Stella, that should put her at Low 7-C, however only if Stella had empress dress on in that fight, which i don't remember.

Agreed with the OP. Scaling to Stella did seem dubious I guess.

She can scale to Low 7-C if Stella had her empress dress in that fight.
