Speed unqual makes Z faster than Ragyo, assuming we're using the lower end result which is Mach 4800+, higher end is almost Mach 7000 btw. Ragyo definitely can one shot due to the ap gap as huge as the amount of Veloxt stomps matches, but that doensn't matter due to the time reversal.

Ragyo can incap him via mental refitting, but the issue is, Z is faster and his scaling is better than Ragyo. I can see him taggin her first with Death Magic before she can incap him.

So...Z takes this.

Basically

Zeref blitzes a Mach 7000

Ragyō in this form blitzes Zenkai Ryuko, who speedblitzes base Ragyō, who speed blitzes Satsuki and True Fiber Ryuko, who both blitz the entire elite 4, who blitz Mach 4500 characters

Zeref's base feat is faster, but Ragyō comes from a much farther Scaling chain.

The difference is negligible, not even gonna help with a win.

Mach 7000 is from scaling to a weakened Erza with all her bones broken. Zeref and other God tiers should be far above that.

I really can't see Zeref winning this fight, Death Magic is the only advantage he has, while Ragyo will just mind control him, also she has incredibly good Regenerationn, and a way higher AP, so I give it to Ragyo

Just noting that Mind Control is her only way of killing Zeref here. This is White Zeref remember. AP means nothing if Zeref will just comeback. Regen means nothing to Death hax.

Both are ridiculously high into MHS+ to the point that they're not Sub Rel just because you can't jump speed tiers, they're at most equal.

If it's to the Death, Ragyo has nothing that can kill Zeref, but Zeref can kill Ragyo, So I'd give it to him, but if Incapacitation, I'm pretty Sure Ragyo could possibly incapacitate him...
