Question about Ssj4 Gogeta "dozens of times stronger than a regular Ssj4" statement

Does "dozens of times stronger" refers to being only x12 stronger or it could be higher ?
 
It can refer to any amount higher than 24, but 24 is what would be used since beyond that is a guess.

The lowest that "dozens" can be is 24.

The statement says a normal SSJ4, but given that the only two SSJ4's that exist are Goku and Vegeta (in DB GT), it has to be referring to one of them when it says that.

So at least 24x stronger than SSJ4 Goku or SSJ4 Vegeta.

The Perfect Files describe Gogeta as having tens of times (数十倍) the power of a regular Super Saiyan 4. There has been some translations and interpretations, but the majority of Japanese translators that I've read translations from seem to think that Gogeta is at least 10x stronger than a regular Super Saiyan 4 and at most 99x stronger.

I remember someone bringing up some dictionary stating that it could mean thousands, but that was complete BS as the referred dictionary wasn't the standard by which people/companies translated.

Does it makes sense for a fusion + Ssj4 multiplier to be only x10 or x24 stronger than SSJ4 Goku? Wasn't it referring to Gogeta Ssj4 transformation multiplier in fusion being dozens of times above a regular Ssj4 transformation multiplier instead ?
 
It appears to be Goku + Vegeta's maximum powers + tens of times of the fusion multiplier (10 to 99 times)

The base form of the fusion is stronger than both fusees' maximum power. Base Vegetto and base Gogeta are both more powerful than Super Saiyan Blue Goku and Super Saiyan Blue Vegeta combined. In this sense, the low multiplier is actually pretty acceptable.

But there's not much to take from these quotes. The quotes could also be very straight foward, meaning that if Goku's power level is 1, then Gogeta's between 10 and 99, or at least 24 for the first scan. It is not talking about characteristics of his form or multipliers. The same kanji was used to describe Kefla as well. TOEI doesn't have the best track record regarding multipliers, so I don't think much of them.
