It does work that way. FNAC is the only exception to this since it was directly stated that the original FNAC 1-3 were added to the fanverse as they are now, with them getting minor updates in the future.

TJOC is a complete ground up remake of the main three (TJOC, TJOC:R, TJOC: Story Mode), meaning Halloween Edition isn't apart of the fanverse since it's not apart of the collection of remakes.
Scott's original post on the matter clarifies that even the classic games are official, as they're still apart of the series that's being featured in the fanverse.

"The difference now is that they’ll also be bundled up with other games from the same series, such as the classic versions, or remakes, or minigames, and sold on most major consoles and mobile as well (at least that’s the plan). Did I mention there may be some toys and other merchandise of these fangames too?"

Kane Carter, someone on the fanverse, also clarifies that all past titles are official ("The One Night at Flumpty's series, being a part of the Fazbear Fanverse, is considered an official (but non-canon) Five Nights at Freddy's title.")

Halloween Edition is still apart of the TJOC series, even if it isn't represented in the remake, and is therefore just as official as everything else within the Fanverse
 
Scott's original post is outdated. it includes incorrect information to present fanverse info. both TJOC and Popgoes are not including games within their bundle, and if the creator does not include a game within the bundle, it should be assumed non-canon. Kane Carter themself also said that the original Popgoes game isn't even being apart of the bundle at all, and isn't canon anymore. we should treat TJOC: HE the same way.
