Here's a possible small KH buff But in an interview Nomura said this

"As a result, Sephiroth, who was thought to be the strongest in Kingdom Hearts II is now lower than the Organization members in terms of ranking from the strongest."

This means that Sephiroth > Zues

And Put's EVERY SINGLE ORGANIZATION 13 member above Zues and Sephiroth as well

Not to mention Cloud is literally around as strong as Sephy

However the WoG statment does change how we should scale Sephiroth, the organization 13 memebers, and a few other people

Though this just at least only further justify's the characters being up there in the High 4-C more since this means the Organization Xlll (though i'm not sure about those like say Demyx and Vexen, though) are stronger than KH Sephiroth who in turn is stronger than KH Zeus whose feat in the second numbered KH game is one of the reasons that got the verse to Large Star+ status.

So.......yeah, that's pretty much it dude.

Well nomura's Statment Confirmed Everyone in the organization was above Sephiorth

Or at the very least i'd argue Demyx and Vexen would be around as strong as sephiroth I mean

Demyx is a hard boss and Vexen had to have been strong if Xemnas wanted him to be a part of the organization

Having read the interview, it seems like Nomura was simply speaking about the difficulty of the Data XIII as secret bosses. I'm not sure how that should be taken into consideration as a restructure of the power scale considering they aren't canon are they?

But yeah, the interview says " Because the Organization XIII battle becomes harder after making the assumption of the challenge after beating it once I want you to challenge it after it raises the level, and the abilities and equipment are enhanced."

So the XIII being said to be stronger than Sephiroth was definitely a gameplay thing rather than an in Universe powerscale.
