That just means that all 7 Warlords AS A WHOLE are an equal force to 4 yonko. No individual Warlord needs to necessarily be equal to any of them, especially since there are 7 of them plus their individual crews and organizations under their flag.
Calling Boa Yonko level is crazy tbh. Especially after the treatment she got from Blackbeard.

I don't know what to tell ya'll if you actually think the four OG Yonko wouldn't steamroll the heck out of the Seven Warlords in an individual V individual fight. That's simply not demonstrated by their performances in the manga.
The Warlords reach their level through the comparative influence of the seven of them, that's the only thing that would actually make sense based on the manga itself.

Boa isn't stronger tho bro. "No man can resist your spell" applies to the fact that no man can resist her beauty, and thus is susceptible to her devil fruit ability. Boa can certainly affect Yonko tier characters with her petrification (outside of having the haki to resist it, maybe), but it's weird to say she herself is on par with any individual Yonko.
The fact that Blackbeard literally had this girl by the NECK and seemed completely confident in his ability to murk her then and there ain't helping your case ngl.
