The reincarnations are scattered in random places across Britannia (literally the UK) when they die, and Mel finding Elizabeth 107 as baby was never presented as a common occurrence. For example, Liz 2 was a random cave woman that was nowhere near Liz 1's death site, Liz 106 was a random knight he met at Danafor, and Liz 107 was found in the ruins of Danafor.
It basically just means that Meliodas took an average of 30 years to trigger their dormant memories (unless they die in some other way, like Liz 106 getting killed by Fraudrin and only regaining her memories near the moment of death).
As for their respawn time, there's no consistently stated timeframe, but Liz 107 was found by Meliodas almost immediately after Liz 106 died and he destroyed Danafor.

Jinbe sensed the Haki with CoO but didnt know who it was. GB sensed the Haki with CoO and knew it was RH Pirates. That means GB Observation and sensing > Jinbe, Sanji & Zoro's? Since only Luffy prolly knew who it was

I'm not sure that's how it works, but if it is, then that would only apply to maybe Jinbe, as he were the only people who commented on the Haki seemingly without knowing who it was ("That was some monstrous Haki being thrown around though"). Zoro and Sanji didn't say anything regarding Shanks or his Haki so that wouldn't apply to them. Sanji especially, since Luffy implied that his base Kenbun isn't as good as Sanji's.

I will say he did considering the fact he was with someone of the strongest beings that were alive AND in their prime. he must have fought time to time to them as a far of training or sparring. (same with kaido.)
