Bullet scaling just doesn't work in One Piece, when it's repeatedly shown that pretty much EVERYONE is vulnerable to gunshots, unless they have special skin or constitution.
I'm reasonably sure Franky had to protect Zoro from a barrage of gunfire during the Wano Arc, and ain't nobody claiming that Franky is more durable.
