Dude, I'm a King fanboy all the way.
Here's my analysis of Lucci vs King at the moment:
King's advantages:
- Lunarian durability go brrr, and even without the flames he's a tough cookie (scales to Aramaki and likely above his suit, as he took a KoH attack better than his suit [which scales to Marco]) did.
- Flame-Off King should be comparable to Lucci's best forms in terms of speed.
- AP amps.
- Lunarian flames for range.
- If Lucci gets too close, he can one-shot with Jackpot or Pride Stake (although Lucci may be fast enough to escape in time).
- Lucci doesn't know about Lunarians.
- Equal AP
Lucci's advantages:
- Stronger Buso
- Equal AP
- Rokushiki gives him options to amp his power, speed, and durability immensely
- Rokugan is dura neg
- Superior Stamina/Endurance (arguably)
- Better close-range righter
So both Lucci and King have durability likely superior to the other's AP, and at their peaks they can keep up in speed.
But if King drops the flames, he can't do explosions (I think) and can be hurt by Lucci's better forms, though flame-on King is still pretty durable (especially his Zoan form, as Buso Zoro was unable to overpower Zoan King until he used Enma).
That said, if Lucci tries using Rokugan on flame-on King, he could get one-shot by Jackpot.
Leaning King, high-extreme diff. Maybe incon, since Flame-On King is far slower but can't be hurt, while Flame-Off King is just as fast but can be taken down (and doesn't have Jackpot).

King quite literally vaporizes Lucci with any flame-based attack due to him having 0 heat resistance.

I'd argue King could probably one shot with Jackpot due to the fact that Zoro implied it'd at least stop him from being able to fight ( so basically cripple em ) even though he could take some of Hakai and use Asura immediately afterwards, and also took a Hybrid ACoC Bagua which only then crippled him completely for a bit.
Meanwhile, Lucci at the most downscales to G5 Luffy for taking a punch to his face relatively well ( besides him getting knocked into a wall ), but even then the other 2 attacks he took ****** him up so I'm not sure if I could say he downscales or doesn't really scale at all.
Sort of a Yamato vs Kaidou thing.. If Yamato couldn't hit Kaidou at all nor react to him at all.
But I'm rambling. King should win handily due to his intense flame manip which Lucci has no answer for besides possibly dodging.

Yeah, Luffy's Buso scales to the same level as King's Buso.
When explaining why they're as durable as they were, Shaka only mentioned that it was due to their Lunarian DNA. It takes much more assumptions to say that it was due to them being Pacifistas then just simply saying it's because they are Lunarians.
King fought with Zoro.
Doesn't change the fact that you for some reason didn't include it in King's advantages.
King can also coat his entire body and blade in flames that, if Lucci touches, it would be wraps for him.
