Like, in terms of parenting, yeah Dragon isn't a good dad (because he sadly hasn't had the chance to), but there's a tremendous difference between him and an actual dead beat dad.

Right now, he's actually drawing attention AWAY from Luffy by fighting the Government. So he's keeping him safe. Also, Sabo is kind of his unofficial son via being Luffy's brother. So is Ace. Admittedly he didn't do much for Ace, but one of his buddies(Ivankov) tried to save him because of Dragon being Luffy's dad.

uh....since Water 7 Luffy's speed scales to a feat he performed in the Davy Back Arc? I assumed we lumped those two arcs together.
Whatever he scales to Water 7 or Skypiea in AP doesn't matter since their both Small City level-
