He can do whatever he want to, his ability limited by his Imaginary. Luffy think he's Paramecia so he try to effecting his sorrounding and somehow it works and he try to copy his previous gears ability and that also works.
Luffy at his peak but not on his Full Potential yet, he will grow much stronger in the next Saga.

You mean travel speed? His Normal travel speed is just like Superhuman speed maybe.
But if you mean the movement in Combat then He atleast 5c, with some Amps techniques like Shishi Sonson, Rashomon, and Ashura.

Or is it because he can do shit he shouldn't but only does it with rubber because he believes he is? Oda in the same VOL says Zoans CANT effect the environment, yet Luffy does it. He stole a whole other category's ability just because he believed hard enough-
