I don't agree with creating Tiers for literally every attack, like the Odama Rasengan (the one that one-shot Itachi). Scale characters to the Low 7-B feat and put Naruto at "Likely Low 7-B" or something like this. We are stucked here because of Naruto, but he isn't relevant at all.

Here’s the thing, you can’t actually prove this. Just saying “I don’t think these characters can beat this one” or “I’m pretty sure this character can beat them” is not an argument.

I used to want to do that to be honest, just for clarity before people thought that his regular rasengan = rasenshuriken in AP.
I'd say the majority of his attacks that fit in 1 tier is the overall tier, then the outlier abilities get their own.
At least Town level, higher with Oodama Rasengan, far higher with Rasenshuriken.

Guys, again, why don't we skip base Naruto prior to the Kakuzu arc? He's pretty featless prior to the FRS training, and I really think it's pointless to argue about it further.

Could just start at the fundamentals. Who has a feat / calc that they can scale to? Then from there, who scales to them? Then after that, the people who don't scale to them, what do we do with them? Etc.

So, we should really split Naruto's profile. He would get a Pre War profile (BoS to Pain Arc) and a War profile (Kage Summit to EoS). Naruto should get his own thread. That's me, @Shadowbokunohero and @UchihaSlayer96 agree
