In the key we're using, the regular form without the Avatar is the base while the Avatar is the transformation (via his profile).
Even the databook says that it's a transformation.

Luffy using speed amps in his forms while Naruto has never shown to use Body Flicker while huge, that's completely out of character.

No they don't always melee they use giant ransengans or throw rasenshurikens. Unless you only watched part one would you think they always melee.

He doesn't have to use it while huge he is capable of body flickering if needed that is all that matters. Heck he can just decide to Bijuu bomb out of it.

Outsmarting is something that Naruto is extremely good at.
And so is catching off guard Naruto has many tools for that from clones to transformations to a bunch of ninja equipment.
