Once was in the New York battle. Second time was during Endgame and all Peter did was pull Cull back, not restrain him, so it doesn't even count the second time

Much of the last half of the movie was finding the weakness to Namor's power, since as they said "He could be as strong as the Hulk". (Paraphrasing)
They figured out they can weaken and beat him if he's dry. In which they exploit in multiple ways. Ship toaster, explosion, getting to the desert. So he was severely weakened.
It's also bad writing that he didn't immediately go to the water after crash landing, but I digress...

Namor is stated to be as strong as the Hulk and the feats during the end fight of BP:WF still show that
