Satan is claim to be the world champion in hand-to-hand combat. Although take this with a grain of salt because it may come from his luck and social influencing.
If there are no concrete details or examples about exactly how skilled Mister Satan is then I'm inclined to vote for Tsukasa here. In order to win Mister Satan would need to make use of the fact that his Attack Potency is significantly higher than Tsukasa's durability as well as bypass the higher range Tsukasa will have through his weapon. This isn't going to happen if he isn't skilled enough to pull this off though he must obviously be quite skilled in order to achieve his title even if that happened through stronger people not being present.
