If Meredy tanked hit from Zancrow http://mangafreak.org/read2/fairy-tail/242/7 wouldn't it make her durability At least Multi City Block Level. Wouldn't it affect Juvia stats then?

If Meredy tanked Multi City Block Level attack that would make pre time skip Juvia Multi City Block Level i think.

Why are you scaling Meredy to Juvia? It's not dragon ball, you can't scale mages like that

The fact is that Meredy tanked attack from someone who easily damaged Natsu and even Makarov with similar effort
I am not scaling Meredy's attack potency as she have no destructive abilities (only hax ones), however she tanked that attack so if Juvia could deal similar damage to Meredy wouldn't it work like that?

Neither Meredy's nor Juvia's page were createt by me but they were fighting and it finished inconlusive but Juvia wasn't winning thanks to Meredy hax, Juvia Attack Potency was comparable but compared to Meredy it had any affect to environment. It looked like Meredy couldn't win that fight (without sucide) which could make (bloodlusted) Juvia slightly superior.
