Question about a possible Weather Feat?

This thread is to talk about if the character (Juvia Lockser) would scale to this certain summoning of a storm. She is known for creating rain with here magic via her emotional state (gloomy, sullen state), and when she found calmness or joy, the rain disappeared.

However when she appeared to be angry again, there appeared to be more rain, however, this rain is from a storm that existed and was already heading towards where she was before her emotions changed, not gloomy, but anger for the one she loves. as it is stated that feelings towards others are the source of strength for magic.

Would this constitute her having stats of the storm she called for?

Okay, to answer, yes, FT would follow the Connective Energy System, though the point of this is with the feat where whether Juvia did summon the rain despite not becoming moody or if that rain storm that was approaching prior is normally formed and approaching of it's own accord naturally.
