In that particular panel, consider that perhaps Thor and Godzilla are so evenly matched, that they're cancelling out each other's force by pushing equally, thus resulting in the building (and everything else) not being crushed.
It should, but under this wiki's rules, this building is almost a legimate 4-B contender (it simply lacks the means of fighting people). Burning Godzilla exploding it wouldn't scratch it. Godzilla Earth with his prep time spiral ray wouldn't scratch it.
