  • In-game, Mario can get knocked out by a Goomba in a few hits and cannot even dent Thwomps without the use of invincibility stars. But in canon, Mario has the strength to effortlessly lift an entire fortress containing entire armies of Goombas, Koopa Troopas, Thwomps, etcetera, and he can toss them all off the screen. And he can also crush the same castles thus one-shotting all of them just by jumping on it.

  • In a lot of video games, such as the Mario Bros and Kirby franchises, even the most low-level flunkies and mini-bosses tend to be able to defeat the protagonists with just a few basic hits during game play, or to be treated as being on an almost level playing field during sport events. It is also common that the protagonists can be killed or knocked out by comparatively very minor impacts, despite that the lore and cutscenes have displayed numerous planetary and interstellar feats. However, the regular fodder enemies have very poor feats and combat records compared to the main characters, so scaling the former to the latter should not be an accepted practice.
Mario series has always been the most notable example that fodder enemies shouldn't scale from protagonists or boss characters, yet it's also the one that gets brought up the most anyway with people trying anyway to overlook these foot notes. Named characters such as Goombella, or Captain Goomba could be exceptions, but we are not giving keys to just common nameless Goombas.
 
But, the minions as a relatively small collective being able to stand up to mid to high tier characters is integrated into the story of these side modes, not just gameplay.
 
Most of those times the minions aren’t shown as leveling up their statistics throughout the game, unlike BM.
Or they're created by a being that's all but bloodlusted and wouldn't job with what he summons or are being amped by their respective Racial Leaders. Just to imply a couple of examples.
