If this is anime Saber, Madoka may have the advantage, since she can move 3-4x faster compared to Saber (Mach 60-70 to Mach 15). Even with Avalon she may have a hard time taking numerous hits from Madoka's arrows as they should be higher in DC compared to what Saber should normally be able to handle.

If speed is equalized, Saber has more experience as a close combatant as well as more versatility with regards to supernatural powers (Avalon, invisible air). Saber can take this.

Basically, if speed is unequalized, Saber has to contend with the fact that Madoka is 3-4x faster (which is HUGE), while dealing with arrows that she can't even dodge. If speed is equalized Saber should be able to get close and deliver a finishing blow. Excaliber vs Madoka's Arrow of Light should be relatively equal in power, but it's likely a non-factor as Saber would be better off getting close to a ranged fighter like Madoka instead.

Actually Madoka and the nightmare dodges said arrows and Sayaka (weakest of the group) was able to blitz the Nightmare in which dodged said arrows. Hence why it scales to her reaction speed as well
