Lysandre, because not only did 50% Zygarde (who is weaker than Yveltal) stomp Mega Mewtwo in the manga, Lysandre actually fought Calem in the 6th Gen games AFTER he had caught Yveltal himself, implying that his Legendary isn't all he relies on, unlike Giovanni.
