I'm actually unsure how Civil War would even effect Jotaro. I'd have to think it over.

Maybe send Kakyoin, Avdol, Iggy at him? Or send all innocent civilians he damaged at him

Jotaro definitly didnt sacrifice Iggy, Avdol or Kakyoin. He wasnt even around for any of that (would probably work on pol, he feels guilty). And he never killed any civilians.

That's true, but he has to fell guilt over it. If he feels guilt it's fair game, if not then Civil War wont count it as a sin. It's why Funny could killaxl, he didnt feel guilt over it.
