Dio himself says it grows day by day, and will eventually hit a minute, an hour, and ultimately however long he wants.
The Joestar Blood just fixed all his fuckys and made it so it wasn't taking months to grow.
It went from 5 after 6 months, to 9, to 11~, it'd probably just keep going yeah, given we already knew it was doing that.

What about Jotaro? Is the same thing applies for him too? I mean we never seen he can grow it more than 5 seconds but is there a chance to might happen?

5 seems to be the cap for humans for one reason or another, I can think of a few reasons why that might be, but it's never been confirmed why exactly.

Jotaro does have growth and loss with his timestop, but like Chariot says, it seems to be a 5 second cap for humans. He didn't use timestop much if at all between part 3 and 4, but once he started to use it again it boosted dramatically from a half to 2 seconds.
After that it goes up to 5 by the time of part 6, which makes sense since he had been working for the speedwagon foundation and going on mission for the past several years. It's possible it was 2 seconds at the start of the part, but this info only comes from Whitesnake's illusion, and it doesn't make much sense for him to get a dramatic boost up to 5 seconds after coming out of a coma.

I need to ask this question since it's been bugging me for months now.
Is the arrow from Part 5 the only one that can grant Requiem stands? I've seen arguments made that any stand arrow can do the same thing. (i.e. The Killer Queen incident)
And if it is special, what happens to those without stands who get hit with that arrow?

from my knowledge it would grant them a stand, Pucci's stand is coming from that arrow as far as i remember

Noncanon stuff seems to run with any could, you just have to be chosen tho.
