You see, Fused Zamasu isn't actually that much stronger than Blue Goku, in the manga at least, we just know he easily beats him but that's about it.
Base Vegito managed to blow away half of his body, afterall. At best he's like x3 Blue Goku.
I think the only time a Ki Attack reached a thousand times a user's usual power is Max Roshi, but that's more a VSBW thing than an actual canon thing.
