Is the Overvoid 1-A by descriptions?

Does Overvoid transcend the concepts of time and space completely or is it just undimensioned void which erases most beings who get into it?
 
The Overvoid isn't just 1-A, it is High 1-A. This essentially means that it is completely boundless save for another being of equal or higher power limiting it. In this case that limitation is The Writer.
 
I meant where was it described as transcending time and space or was it even? Without comparing to another characters.
