You people have to understand that raikage faught minato almost 15 years ago and his speed has increase since than due to him enhancing his lighting armor due to his hair being spiked up if you watch Shippuden everytime when raikage reaches max power or speed his hair tends to stick up when he fought Sasuke v2 his hair sticks up when he fought naruto his hair sticks up when he Madara hair sticks up when he fought minato his hair didn't stick up proving he got faster over the years progress so that means that raikage as an adult is faster than minato since naruto reacted to a faster raikage than when he fought minato
