How is V1 Raikage "significantly faster" than MS Sasuke?

I don't understand this. This is written on the Raikage's page, but Sasuke was fighting V1 Raikage with only base Sharingan, and he was shown to be significantly faster than that version of Ay, dodging the Raikage's speed which is enhanced by the fact that Sasuke is moving toward him and stabbed him with a Chidori to the cheast.

The Raikage's reaction speed is also enhanced by his Lightning armor just as the Sharingan does to Sasuke, if the Raikage can't react to Sasuke's dodge and stab, then he is simply slower than him.

Also, Suigetsu and Juugo were both keeping up with V1 in terms of speed, and they are no match to pre-MS Sasuke in speed.

Here by the time the Raikage landed his strike, Sasuke was already far away.

Additionally, this fight happened when Sasuke's MS was newly awakened and he wasn't close to his peak capability.

So, how did anyone come to the conclusion that V1 is significantly faster than MS Sasuke?
