A high 4-a saitama got impressed by Tatsumaki.
so in-training saitama scaling to her is pretty much “eeh”, he just had a good psychic resistance there and she wasnt really trying to do shit at all
since we saw her actually affecting actual saitama.

in-training saitama just didnt get attack by tatsumaki, she was just trying to get away with it.
i’ll mention again, Tatsumaki with ONE FINGER did exactly the same that meteoric buster did to the ship with one punch.
