A high 4-a saitama got impressed by Tatsumaki.
so in-training saitama scaling to her is pretty much “eeh”, he just had a good psychic resistance there and she wasnt really trying to do shit at all
since we saw her actually affecting actual saitama.

The other 3 were not in the universe at the time, so Boros was quite literally the strongest in the universe after saitama
