You can fight Ceaseless Discharge right after you fight Quelagg and while he is an Optional boss, it basically encourages you to kill him so that navigating the Demon Ruins isn't practically impossible.

How come the Chosen Undead doesn't scale to Ceaseless Discharge in their BoG Key?

I think I can guess why. The calc used for CD is a fire resistance calc so it doesn't really scale to physical durability that well. On the other hand, CD's attacks usually one-shot the Chosen Undead

eh I know this is an old thread but that is mainly for one reason its far more likely that the chosen undead kills CD after they are already at mid game aka low 6-B so they are already waaaaaaaay above the CD AP calc
honestly CD should be low 6-B I have no clue why we have him at that overly specific tier that applies no where else
