Alright, so I think I've found an interesting match for Saitama.

Base Ginyu, Casual Saitama, Speed Equalized to be safe.

Freeza has order Ginyu to wipe out this oddly high power level. Ginyu's pod landed infront of Saitama on his way home after shopping.

This is a redundant/stomp match up. Raditz beat Saitama, it was concluded that Saiyan saga Goku stomps Saitama.

Pretty sure Ginyu is on the higher end of 5-B for now (being superior to the rest of the Ginyu Force, who are superior to Dodoria, who is superior to Namek Vegeta (Just Arrived), who is superior to Saiyan Saga Great Ape Vegeta who is then superior to base Saiyan Saga Vegeta who is at least baseline planet level).

Plus as a Captain of an Elite Squad (Yes, the Ginyu Force is elite despite their Fabulousness), Ginyu would naturally hold the experience as well as expertise of combat (It's his job) advantages. Ginyu also has the range advantage, with Ki Blasts and whatnot which is infinitely superior to Saitama's shockwaves since it can be spammed instead of having to throw punches.

Worst-case-scenario, Ginyu simply injures himself to the point of no recovery, body-swaps with Saitama and then RIP Saitama (Or his Soul at least).

All in all, I'm giving it to Ginyu.

Edit:You just have to be stronger than Saitama to beat him or be at least equal.Cause he is noob in martial arts compared to a lot of characters.
