"current max" that's the point of evolving. He goes past his max. He goes past his current max by fighting someone stronger than him. That's placing a limitation that makes no sense with what his evolution IS.

And here's where your point falls apart: we're not saying to add "arbitrarily higher stats", we're saying that he gets stronger over time, which is what REACTIVE EVOLUTION is.
With what's said in the OP, they're most likely just saying this is the strongest version of Garou we've seen yet.

And if/when Garou gets better feats then this match can be removed or redone with those feats in mind. Problem is they havent happened yet so youre stuck arguing with a 7-A max Garou who cannot evolve further as that treads into heavy assumptions that have not yet been shown to happen in OPM yet

That's literally what reactive evolution is. It doesn't matter if you personally don't think he can go higher than that, that's what reactive evolution is. You can't just limit it because you personally think he can't go higher than that. You are arguing against the definition of reactive evolution.

Because Satsuki can canonically bypass the senses of a person who can passively instinctive reaction + precog who also possesses total awareness of everything around him for kilometers around

So from looking at Uzu Sanageyama's profile, specifically his first and second keys, he has 360-degree Analytical Prediction and Information Analysis (Through Tengantsu which allows him to read an opponent so thoroughly that just by observing their preparatory motions he is able to instantly analyze their attacks, blocks, and fighting techniques), Extrasensory Perception (Due to sewing his eyes shut and increasing his other senses), Clairvoyance (For being able to locate and perceive targets and distances far surpassing normal humans while blind), Instinctive Reaction (Due in part to the above-mentioned abilities).
And he admits that Satsuki is so far above him in power that him wearing his Mk 2 Goku Uniform would just barely be able to beat her middle school self if she held back.
