I have to question if Cell even has Gohan's DNA, given that Cell never illustrates any sort of latent potential or ability to rage boost like what Gohan has. As well as considering the Saiyan DNA that Gero collected was from the Saiyan Saga. He may have discarded Gohan as some irrelevant toddler inferior to his father's own genetic sample.

Even if I say that Cell definitely has Gohan's potential...what does that change? He has no means of getting the Ultimate state and there's nothing indicating he can achieve Beast either given he seems to lack the rage power that Gohan has.

Piccolo only got Orange via Shenron.

As for Rage Trunks I never said that Cell couldn't hit God-levels. I'm just suggesting that his options for reaching the heights of Ultra Instinct-level fighters is extremely limited and he'd likely need to train a lot to get up there.

So the only relevant possible character is maybe Gohan. And I doubt Cell even has Gohan cells. If he does he doesn't appear to have Gohan's rage or latent potential. And he certainly has no Elder Kai ritual going for him.

In my mind Cell could probably hit 2-C powers pretty fast. He can get huge death Zenkais to power up to a certain limit and he definitely has Freeza cells in him that should let him train quickly. The problem is that all of the routes to Ultra Instinct-level power are locked to him. He can't get God Ki on his own, he has no access to a HTC that he can freely use to train in for 10 years, it's doubtful he can access Shenron to wish for power, he can't do the Elder Kai's ritual to become Ultimate Cell and whether or not he could even develop forms like Golden, Black or Beast is very debatable.

If Cell lacks the ability to create higher forms, draw out his potential or become a God then I'm inclined to think he'd only be relative to Base Freeza. Because DBS focuses on giving characters unique routes (UI, UE, Beast, Orange, Black) that are about each character's development and were achieved under very specific conditions that Cell cannot easily replicate. So if Cell were to return and get a UI-level power up he'd need something unique for himself.
