Yes, all films are canon to each other, not here where there is a lot of bureaucracy.Broly and the rest of the toei movies have a direct connection to fusion reborn since the characters from the movie appear while invading Earth, you can see Bojack, a crusher corp member, Paragus etc.
I feel like with it not fitting with the movie you could just justify Goku going into base for Gohan's interview, and Vegeta is simply a victim of bad writing like other Toei filler moments (Gohan jobbing to a regular ass whip moment)
I feel like you can't really say that Fusion Reborn fits the timeline but others don't without just applying headcanon to it, there's literally no timeslot for the movie to have happened since Goku and Vegeta are never dead at the same time long enough to fight Janemba, and you can't really ignore the blatant appearances of Paragus and stuff
