Probably but not to that extent, and at any rate during the fight with Gohan, Goku also says Dabura is better than he thought initially, having originally placed Dabura around Cells level, that lone comment already debunks scaling Cell to Gohans Z sword training.

Northern / Southern Galaxies are just denominations for the universal quadrants of the DB universe, even today after it has been outright it’s shown that there are countless galaxy clusters composing the totality of the mortal universe the denomination of the quadrants remains as such.
