Broly as LSSJ was able to take on the Z-Fighters but they were weaker than him individually and in the movie timeline it would take place in the 10 day gap for the cell games so we can assume Trunks killed Semi Perfect Cell, now Broly destroyed a Galaxy in 30 years he would need to be Star level for that feat and possibly even Large Star Level+ and I would say Super Perfect Cell is stronger than LSSJ Broly as MSSJ Goku with energy from 4 battered Saiyans and a Namekian 1 hit K.Od LSSJ Broly

Movies are in a different continuity than the main canon and movie characters are much stronger than the canon ones. So you can't compare Broly to canon Cell.

Also, for Broly to perform that feat, he would need to be 4-A. So there is nothing wrong with his tier.

Its stated in janemba's profile that he is stronger than the anime versio of Kid buu who performed the feat.
