There's a moment in the anime where Frieza piledrives Goku through Namek's crust and into some lava, causing Gohan to fly back and get a rage boosts where he wails on Frieza enough to make him take Gohan seriously by popping back into 100%.

Gohan's power does vary a bunch depending on his rage this is most definitely the case since Gohan was later overpowered by Vegeta once they got back to Earth, so I do believe that Gohan (Vs. Frieza) is considerably more powerful than the one that went up against Garlic Jr.

From how dialogue is, it implies that Garlic Jr would be easily be taken care of from Goku, and that he's actually weak.

They wouldn't say that if Goku would be forced to use Kaioken or similar tbh.
