Does Guts' Dragonslayer have regen negation?

I've seen more than a few claims that Dragonslayer slows regen or even stops it entirely for a while, due to its soul-damaging properties. Is this legit, or no?
 
A cut inflicted by the dragon slayer on the body also cuts the same location on the soul.

The wound will continuously reopen unless ya manage to heal the soul too.

So yes, to an extent it negates regen.

Not quite negating outright, but when it comes to more extensive injuries, it's de facto regen negation?
 
If it manages to cut you, you arent healing that wound unless ya can heal your soul.

Even if it's just tiny cut that cut will reopen immediately if you tried to regenerate.

Of course it doesn't negate durability, he still has to be strong enough to inflict said wound but if he manages to it won't heal naturally or through Regenerationn as the soul is still damaged and thus so is the body.
