Ok so it depends on what they mean by 1/3rd of the stars, if they mean 1/3 of all stars I'd say that'd be an easy universal feat.

so basically a concept can be: "Person who would suggest an mu would participate on chipping for score, up to "number" of mu's
Then others would vote and the commission (200 $) would be divided to the count of "number" people who participated."

Sounds interesting. More people, less chances that your mu will exactly win, though also you will spent lesser money. That's technically sounds as some sort of blackjack, but I wouldn't be against it, yes.
