It is not explained why there is a scaling between the speed of the flash and that of the explosion here, the speed of the explosion is not necessarily the same as that of the flash, it may take longer.this has already been accepted and explained here,

In the blog, its explained how they scale to the speed of it, db characters can scale to the speed of their ki, if their ki is 39 sextillion c, they also scale to it, with various other examples of db characters outpacing ki explosions and ki blast themselves. This has been established for a while now. Tbh, this doesn't particularly look like a solid justification"If his Chi is 196 quadrillion c at moment X, it would also be that fast in any other given moment, regardless of the scale. Goku can dodge Chi Blasts from other people who are stronger than God Goku, he scales to it regardless. Goku's Chi is 196 Qd c, Beerus can react and keep up with said Chi, Goku can react to Beerus's Chi (who was keeping himself close to Goku's level), SSJ Goku, and those who scale to him can react to said Chi. They scale, and this logic is merely a supportive argument".
This will be my last comment on the matter, but that wasn't the entire justification, we have seen DB characters react to explosions specifically caused by their ki, and outpace said explosions and other ki blast that scale to the speed of the BOG explosions, that is why they scale, i recommend taking a look at the BOG speed feat blog.
