Jegal Taek is only High 8-C because he got hurt by lightning everyone else in the verse downscales as Jegal Taek wasn't using all of his power correctly.
Alucard is only bullet level because he downscales from his plane which couldn't even take a few bullets.

That’s a high ball though in reality they’re more likely Superhuman since Bulma can see the characters fight
