If the Tournament of power, frieza or all of gokus training is anything to go by, very fast. Normally works best if said saiyan is getting their shit kicked in and recovering combat wise though.

Their development doesn't really much if it isn't Saitama level. Garou can just continually copy their strength and then evolve past it.

Yeah no, Cell isn't recovering if his shit is getting kicked in. Garou is relentless and will only get stronger over time. Plus Cell would get all his stuff copied.

Oh, he can enhance things on top of it? Shit.....
The main wincon i could think of is if garou doesnt immediately find out about cells nucleus (though he likely will eventually) and cell gets a zenkai from being destroyed, and attacks before garou does the exact same thing again.... Or cell kills from the start

Yeah, this is a stomp. Even if he gets a Zenkai boost, Garou just immediately copies that too lol.

He should be able to immediately find out about the nucleus, considering Sage Centipede had the same exact thing and he found out about it. This was before he even had cosmic awareness as well.
