Perfect Cell (Not really) vs Cosmic Garou

Assuming this is Large Star Level for both:
Garou scales to 1 FOE, while player scales above 6 KiloQuettatons, making Garou several times stronger
Garou stomps

Assuming this is high end scaling for both:

Assuming all of the player's characters are rainbowed, EZA'd, and have investment in all 3 Hidden Potential System abilities (Crit, Additionals, and Dodge), every item in the game, and every support memory...

Player stomped Super 13, who stomped SSJ Goku in the Cooler Movie, who is 50 times stronger than Base Goku, who can beat 100% Frieza, who is 135 ExaFOE, putting Player's final AP at massively beyond 6.75 ZettaFOE, possibly beyond 13.5 ZettaFOE, as Super 13 should scale somewhat to Semi Perfect Cell, who's only twice as strong as 17, who schlapps Cooler Movie SSJ Goku
Assuming we keep the 6.75 ZettaFOE level, he scales to 6.75e+65 Joules

Awakened Garou scales to a real gamma ray burst which is 8 KiloFOE, or 8.8e+54 joules, making the Player nearly a hundred billion times stronger assuming we use the Player's highest key

Except that doesn't actually matter since Garou can just copy player's stats so let's assume their stats are exactly the same off the bat since Garou, the one who's inferior in every way, just copies

Moving on to abilities:

Garou outskills via generally better martial arts but that's not relevant due to the player's Game Mechanics and the 6v1 nature of this fight. Garou is definitely going to get hit.
With this in mind:
Buu, Majunior, and Black can Stun Garou, robbing him of opportunities to attack
TEQ Zamasu and Perfect Cell can lower Garou's AP by 30%, which can be spammed and works multiplicatively
Every unit sans Black and Majunior can lower Garou's durability, some even by a whopping 80%, and those also stack multiplicatively
Buu has guard, both Zamasus have 50% and 80% damage reduction, and every unit has a chance to dodge either via their passive or their HiPo stats
Black, Cell, and AGL Zamasu all heal after receiving an attack
Majunior's active skill can prevent Garou from moving through Fear Inducement
Every character gains permanent increases stats either from attacking or receiving attacks
TEQ Zamasu can become Infinite Zamasu, making him completely invincible and raising everyone's durability by 60%
Every character can crit, with some more than others, further ignoring Garou's durability

Although Garou can potentially copy all of these, we don't know if he can copy all 6 characters's abilities simultaneously, meaning he'll have a tough time keepping up with all of them despite his martial arts advantage

Garou can potentially outgrow the Player but the constant multiplicative ddebuffs can keep him in check long enough for Player to keep up, although the debuffs aren't permanent and Garou will still eventually outgrow him either way. However, this is also still mildly countered by the fact that AGL Zamasu can infinitely stack his stats as well, making AGL Zamasu the only one who can reliably take on Garou if Garou continues to grow stronger.

Honestly, since Garou isn't copying Saitama's exponential growth, his reactive evolution will not be particularily impressive compared to his showing against Saitama, meaning the Player won't get nearly as overwhelmed as he would have been, especially with the Player's cornuncopia of methods to boost himself and nerf Garou

Anything Garou copies, like stat debuffs and stunning, gets immediately countered by the players's expansive arsenal of items that clear all debuffs and heal himself to full HP, while also granting him more damage reduction, more stats, and more debuffs, as well as the Ghost Usher, which can prevent Garou from moving entirely, bypassing resistances to stuns and fear locks

The only way Garou can actually win is if
A. He outgrows the player to the point that he 1 shots or at least eventually kills
B. He abuses Player's lack of radiation resistance and 1 shots him off the bat

B seems much more likely, but the issue is due to Players's game mechanics, we don't know how radiation interacts with him, so for all we know Player could pop Senzu Beans constantly in order to continuously regenerate from the damage. Not to mention, once Zamasu becomes Infinite Zamasu, he gains several turns worth of breathing room to kill Garou with

If Player stuns Garou at any point it's basically game over as he can chain stuns very easily, while Garou can't really do much about it unless he gains a resistance to it which he can, in which Player can just spam Ghost Usher at that point and then there's even less Garou can do. And that's assuming Player doesn't kill him before he reaches that point anyways

if Garou doesn't 1 shot him off the bat, Senzu, Cell's transformation, and several other characters's abilities will continuously heal Player to full HP

so overall, assuming these are the lower keys then Garou 1 shots, but assuming higher keys, Player wears him down
