one thing though, he can use Whirpool, which is around as good as it's either spawning a tornado of water on the enemy, waves of water or throwing a litteral whirpool at foes [one is how it's shown in the game, the second how in the manga, the other how it's shown in the anime]

That said unless the rain is very wide that won't kill him

Well, it still has Hydro Pump, Waterfall, and Whirlpool, all of which would kill Cole should he get caught by or in them.

The loss of Surf doesn't change too much.

Waterfall used by weaker Pokemon creates large geysers, it most certainly does have enough water.

Fear Manipulation is just a subset of Mind Manipulation, so yes.

If so then yeah no-sells. Though imo that sounds more like intimidation as an ability

Scary Face is more Statistics Reduction via intimidation, I think there's less of a supernatural aspect that Cole actually resists, but moves like Leer and Scary Face are likely just a gamble outside of the verse.

What I'm saying is, you can resist Fear Manip but can still be intimidated by something, but here that would be totally up to the character's mindset. Would Cole find a giant water snake intimidating? Maybe, it's moveset comprises of something very deadly to him and it's incredibly vicious. But has Cole seen worse? Probably.
