Cinematic Timing Resolution (Naruto Stats Revision?)

Many of the calcs for Naruto's feats appear to use Cinematic timing. After scouring the internet I've come across several OBD calcs which use the method of dividing the number of frames by the frame rate per scond to gain the real time. Is this method valid? Can this apply to Naruto, as well as other franchises?
 
its the same thing, whether you find how many frames it took, the fact is you are still using cinematic means to derive time, which is something we don't use here....
