No, he is definitely not. The Anti-Monitor consumed the Crime Syndicate's Earth to gain energy, but the universe was still there. Until we actually see either of them destroy a universe in its entirety, they cannot remotely be labeled as universe lrvel, much less universe level+, which means that they can destroy an entire continuum.

Also, no matter whether or not Metron has knowledge of previous continuity, Darkseid and Highfather are now brothers with very different origin stories. They cannot be the same characters per definition.
