Well, this Bill has power null and will be willing to use it if WF is being threatening like he did in the show with the kids. I might hold off for a bit too but leaning towards Bill if Speed is equal

Bill can kinda affect the 3-D world with hax but it wouldn't work on 3-D data.

Well, just in case that happens, and White face would no longer be the strongest 11-A anymore due to being upgraded, I would likely go pit Bill against The Chosen One or SCP-3143.
